Through this Request for Proposals (“RFP”), Wichita and Affiliated Tribes seeks proposals from qualified firms (“Firms”) to conduct a comprehensive review and assessment of the agency’s current technology, and deliver recommendations for immediate remediation as well as develop a long term technology road map to meet the outlined Business Objectives below.

We are seeking Firms to conduct an independent, comprehensive assessment of the Wichita and Affiliated Tribe’s Information Technology infrastructure and business applications. The Firm will produce a Technology Assessment Report and a strategic plan that proposes tactical recommendations to meet the stated Business Objectives.

The Wichita and Affiliated Tribes is a Tribal Government entity that serves the Wichita and Affiliated people of Southwest Oklahoma and members across the United States. The Wichita and Affiliated Tribes provides a variety of tribal services for the Wichita and Affiliated Tribal Members including but not limited to: Health, Education, Historic Preservation, Juvenile Services, Child Welfare, Housing, Administration, Suicide Prevention, Maintenance, Childcare, and Environmental Protection.  Read more about the Wichita and Affiliated Tribes at

To service the needs of the Wichita and Affiliated tribal members, the Tribe works with a variety of external entities: daycares, utility companies, developers, vendors, other tribes, and funding agencies. Many of our programs are federally funded, which require a working relationship with government agencies such as the U.S. Department of Interior and The Department of Health and Human Services.

Business Objectives

The Wichita and Affiliated Tribes’ goal in this RFP is to leverage the latest technologies to address the following Business Objectives:

• Increase efficiency of the system in order to improve employee productivity

• Streamline integration between business systems

• Identify opportunities to expand functionality not being used within current business systems

• Improve ease and accuracy of reporting

• Identify paperless environment solutions

• Ensure IT system reliability

• Ensure ease and accuracy of compliance with Federal and State regulations

• Ensure internal and external system security and business continuity

• Improve customer service in a complex environment

Proposals must be delivered no later than 5:00 p.m. on Monday November 13th.

Respondents are advised that all submissions (including those not selected for engagement) may be made available to the public on request upon completion of the process and award of a contract(s). Accordingly, any information included in the proposal that the respondent believes to be proprietary or confidential should be clearly identified as such.


To any and all who may owe a balance to the Wichita Child Development Center between the dates of October 2013-November 2017—

All accounts must be brought current by January 31st 2018.  Accounts that are not zero balance or do not have a payment plan in place with at least one good faith payment made by January 31st, 2018, will be submitted to Small Claims Court.  You will not only be responsible for your balance owed, but court costs as well.  To avoid Small Claims Court proceedings, you must contact the Wichita Child Development Center Director at (405) 247-2167 before January 1st, 2018.

Holiday Closing Days & Times–November and December

Tribal Offices will be closed during the following times for November and December Holidays:
Friday Nov. 10: Closed for Veterans Day Observance.
Wednesday Nov. 22: Offices close at noon.
Thursday Nov. 23: Closed for Thanksgiving.
Friday Nov. 24: Closed for Wichita Day
Offices at re-open at 8 a.m. Monday Nov. 27.
Friday Dec. 22: Closed for Christmas Eve Observance
Monday Dec. 25 and Tuesday Dec. 26: Closed for Christmas Day
Offices will re-open Wednesday Dec. 27.



Tribal Funded Social Services & LIHEAP- Utility Assistance

If your bill is coming due, do not wait until cut-off day to seek assistance.

  • Anadarko Municipal Power (AMPS) – TFSS clients seeking utility assistance with their bills are encouraged to submit their application documents in before the 14th of the month to avoid the AMPS cut-off date. This allows time for your application to be fully processed before the 20th of the month cut-off date.
  • If your application has not been approved or a letter of intent/payment pledge was not sent by the 20th of that month, your utility services are subject to AMPS disconnect and a letter of intent/payment pledge from TFSS will not reconnect your services. Utilities will not be reconnected until payment is made in full. It can take up to two weeks to receive a check depending on application process (missing documents, tuned in after a check run has passed, caseload, etc.)
